problem laptop

I have a laptop
Hp
that starts but does not start the bios or windows
only lights flashing 3 times
(the ram is fine)
I have already tried all the internet solutions.
I think the problem is
I touch the motherboard with my hands charged with static electricity.
How to eliminate static electricity?
cleaning the motherboard?
do you have any idea?

It will not make any difference. The worst have been done - the motherboard is damaged, but I doubt if it's of static eletricity.
You may try:
- unplug power, remove battery
- after about an hour - disassemble laptop (first - use nitrile gloves)
- put motherboard on tinfoil.

It will NOT help, I suppose - but if You have your own theory... And don't want to use professional service...
