Bardzo prosta, darmowa aplikacja umożliwiająca edycję plików Win32 PE (DLL, EXE, OCX, CPL, SRC) i innych zasobów systemowych. Resource Hacker nie posiada tak zaawansowanych opcji jak inne komercyjne programy tego typu, ale jest całkowicie darmowy, a jego funkcjonalność jest często wystarczająca do wykonania najczęstszych czynności na wyżej wymienionych plikach. Dzięki Resource Hacker użytkownik może między innymi zmieniać nazwy menu, modyfikować tekst pojawiający się w oknach dialogowych i na przyciskach, importować, eksportować, dodawać i usuwać obiekty multimedialne (kursory, ikonki, pliki AVI, GIF, JPG, WMV, MP3) itp. Dodatkowo narzędzie umożliwia również wizualną edycje okienek. Elementy na oknie można przesuwać i zmieniać ich rozmiar, poza tym użytkownik posiada spis kontrolek (przyciski, grafiki, teksty), które może umieścić na formie.
